TASB Energy Cooperative Governance

Benny May has served on the Barbers Hill ISD School Board since 1996 and the TASB Energy Cooperative Board since 2019. He has held the positions of president, vice president, and secretary on the Barbers Hill Board of Trustees. 

May is a graduate of Ross S. Sterling High School in Baytown. He earned a bachelor's degree in agricultural business from McNeese State University. 

He is employed at ExxonMobil Mont Belvieu Plastics Plant as a first-line supervisor.

Ann Williams has served on the TASB Energy Cooperative Board since 2021. An educator serving as a student support specialist, she oversees RTI/MTSS services for at-risk students in Spring ISD. Maintaining her information systems networks, she consults for nonprofit and small business firms. 

Williams held the position of Alief ISD Board president for several years, extending mentorship to school board members throughout Region IV. She also advocates for students, teachers, and school board members across the state and was recently elected to serve once again as president of the Texas Caucus of Black School Board Members. 

Williams earned a bachelor’s degree in business information systems, a master’s degree in business administration, and holds several licenses and certifications to support families and communities.

Kent Boyd has served on the TASB Energy Cooperative Board since 2014. He earned his bachelor’s degree in finance and a master’s degree in school leadership, both from Texas Tech University. He’s also a graduate of Coleman High School. Boyd began his career as a classroom teacher for Idalou ISD. In 2009, he was named assistant superintendent for Finance and Operations for Temple ISD.

Ramon Garza was appointed to the TASB Energy Cooperative Board in July 2022 and is a current member of the Galena Park ISD Board of Trustees, where he was first elected in 2010. Garza is an insurance agent and a graduate from Galena Park High School. 

Terrence Owens has served on the Hutto ISD Board of Trustees since 2016 and the TASB Energy Cooperative Board since 2022. 

Owens graduated as the first African American man from Kilgore College to become a licensed physical therapist assistant. He is a practicing physical therapist assistant in Hutto and serves the community through his positions as vice president of a large district for the Central Texas School Board Association and as a member of the board of directors for The Sandbox.

Josh Minor was appointed to the TASB Energy Cooperative Board in 2018. He has worked for Hurst-Euless-Bedford ISD since 2018 and is currently the executive director of maintenance and operations. Having worked in the field his entire career, he has also held positions at Southwest Baptist Theological Seminary and Texas Motor Speedway. He earned a bachelor’s degree in applied science and applied behavior analysis from the University of North Texas and studied architecture at The University of Texas at Arlington.

Luis Vélez was appointed to the TASB Energy Cooperative in 2025. He has worked for Eagle Pass ISD since 2003 and has served as the Purchasing Director for Eagle Pass ISD since 2013.

He earned a bachelor's degree in business administration and a master’s degree in business administration from Sul Ross State University. Vélez currently serves in the City of Eagle Pass Planning and Zoning Commission as Vice Chair, having served as Chairman for one term.

Tiffany Dunne-Oldfield became acting executive director in August 2026. Prior to that, she was the deputy executive director and associate executive director (AED) for Communications, Marketing, and Events. She previously worked at two districts in Region 4 where she served as the chief communications officer and oversaw several key areas of work, including communications, family and community engagement, research and accountability, counseling, and school improvement. 

Before moving into the education sector, she was the executive vice-president of Communications and Corporate Responsibility for BBVA Compass. 

Dunne-Oldfield earned a bachelor’s degree in history from The University of Texas at San Antonio and a master’s degree in educational human resource development from Texas A&M University.
