The Cooperative helps increase purchasing power and create budget certainty for school districts, colleges, universities, and governmental entities across Texas. Plus, membership is free!
Membership Benefits

- Compliance and transparency: With a publicly advertised, competitive solicitation process, we believe Cooperative members will find that all Cooperative awarded contracts offer value and assist with compliant procurement.
- Member governance: The Cooperative is accountable to our members with a governing board made up of elected officials and employees of the entities we serve. The board awards all contracts directly with no delegation of award authority to staff.
We offer three programs built with exclusive contracts designed to suit the unique needs of Texas governmental entities.
Electricity Program Benefits
The TASB Energy Cooperative built an electricity program with members in mind. The electricity service agreement used by the Cooperative-awarded retail electric provider has been specifically designed with governmental entities’ needs in mind. This includes:
- Competitive pricing: Cooperative members benefit from competitive pricing and value thanks to the combined purchasing power of local governments.
- Dedicated customer service: Members receive dedicated support from a Direct Energy Business account executive and a Direct Energy Business Customer Care team. In addition, TASB, as the Cooperative’s administrator, also has staff available to assist members with inquiries and general support regarding the Cooperative program.
- Add and delete meters: Members receive an allowance to add or delete some meters without penalty. Additionally, when adding meters within the allowance, members receive the lower of the current energy price or their contract price.
- Usage swing: Members are not penalized with fees for exceeding or falling short of projected usage on contracted meters.
Fuel Program Benefits
The TASB Energy Cooperative offers fuel options based on your preferences, needs, and value. By combining purchasing power, members may receive bulk rates based on current market prices for fuel.
- Competitive pricing: Cooperative members benefit from competitive pricing and value thanks to the combined purchasing power of local governments.
- Fixed-rate contracts: We work with awarded vendors to give members longer than industry standard length contracts.
- Market volatility protection: Unlike other fixed contracts that may be OPIS/Rack +, fixed-rate contracts through the Cooperative lock members in at one price no matter what the market does. Members pay the same price over the length of their contract, instead of the same coefficient +/- over the market price.
Propane Program Benefits
Get access to vetted propane providers through the TASB Energy Cooperative. Benefits include:
