Who Can Join TASB Energy Cooperative
The TASB Energy Cooperative is open to governmental entities in Texas that are authorized to be a party to an interlocal agreement under the Interlocal Cooperation Act. Eligible entities include:
- Central appraisal districts
- Community colleges
- Counties
- Educational cooperatives
- Municipalities
- Public universities
- School districts, including open enrollment and college/university charter schools
- Other local government agencies (public works, MUDs, housing services, etc.)
Joining is Free and Easy!
- Download the Interlocal Participation Agreement (pdf).
- Receive your entity's approvals as required by your governing body.
- Submit the executed Interlocal Participation Agreement (IPA) to energy@tasb.org or mail it to:

Austin, TX 78759 - Once the IPA is signed by each party's duly authorized representative, the new member is now eligible to participate in any of the Cooperative's energy programs. Please see next steps after joining.
If you did not speak to a consultant prior to sending in your IPA, you will be contacted once it is received.
Next Steps After Joining
Once your Interlocal Participation Agreement is processed, you’re officially a member — but there are additional steps to access electricity, fuel, or propane products. The Cooperative’s administrator can work with you to:
- Review the program you are interested in and answer any questions or concerns you may have.
- Provide information on awarded providers to help you get quotes and pricing.

The TASB Energy Cooperative electricity purchasing program is administered by the Texas Association of School Boards, Inc. (TASB), an electricity broker and aggregator registered with the Public Utility Commission of Texas.
